Norma J. Eells, 84, of St. Clairsville, OH died Thursday, September 24, 2015 at her home. She was born June 21, 1931 in Woodsfield, OH a daughter of the late Glenn and Mabel Young Steele.
Norma retired as Executive Director of Belmont-Harrison Juvenile District from 1985-1995, Oakview Juvenile District, a board member of Mental Health & Recovery in Belmont, Harrison and Monroe Counties, past president of the Forensic Board for District 9, former member of Florence Crittenton board, former member of State & Federal Criminal Justice Organizations, Thoburn United Methodist Church, Mary Reed Circle. She was awarded the Child Welfare League of America, National Merit Award in 1992, Liberty Bell Award, Belmont County Bar Association and was the Belmont County Child Advocate of the Year in 2004.
In addition to her parents, she was preceded in death by her husband David Mead Eells in 1996; a son, D. Mark Eells in 2010; sisters, Rita Braverman and Joy Graham.
Surviving are a daughter, Tamara Tyler of St. Clairsville; two grandchildren, Jessica and Richard Tyler; a sister, Janet (John) Pember of Beaumont, TX and several nieces and nephews.
Friends will be received on Wednesday from 2-4 & 6-8 pm at Beck-Altmeyer Funeral Home & Crematory 204 West Main Street St. Clairsville where services will be held on Thursday at 11 am with Rev. Ken Gifford officiating. Burial will follow in Holly Memorial Gardens, Pleasant Grove, OH

My sincere sympathy to the family of Norma Jean. Norma and I were Woodsfield High School classmates from 1946-1949. She helped me with the subject, Latin – and did we have fun! After several years passed, we saw one another occasionally at the Wheeling Symphony performances. It was always a treat to visit with her for a few minutes. I
enjoyed her laughter. She was a very sweet and kind “classmate friend”.

Norma was certainly one of the good ones and deserves all of the acolades. Always going above and beyond. We had many good times at Sargus Center and later reminiscing about the old times and all the funny stories and characters we knew . I will miss her.
